We are studying it as a motivational speech but im not sure what he is trying to motivate his audience to do?

It is pretty clear to me what the purpose was. Informing American Citizens that is would take time and patience to fix our problems, reassuring them that it could be done in time and reaching out to the GOP to work together. Too bad no one listened and the GOP doesn’t know how to compromise.
EDIT: He was trying to motivate the Republicans and Democrats to work together to solve the countries military and economic problems. He was also trying to motivate businesses and banks to lend hire the unemployed and loan money to open or expand business. Guess it didn’t work.
